Taxes and Tariff Rates

Taxes and tariff rates for the fiscal year, once approved by the Municipal Council, are entered into the system. Categories include:

• Annual: Property tax, waste collection fee, etc.
• On request: Various application fees

Taxpayer’s Profile

Taxpayer profiles cover categories, subcategories, and fixed assets.

Field inspection modules ensure efficient updates with proper classification.

Billing

Billing is automated based on taxpayer profiles and fiscal packages. Features include:

• Manual billing and API-based generation
• Handling fines and manual bills
• Bill delivery via email or online portal

Posting Bills to General Ledger

Confirmed bills are posted to the general ledger and locked unless:

• The bill is “de-posted” without payments
• The fiscal period is still open

Payments

Payments are accepted via various channels, including online portals.

A reconciliation module helps track and assign payments properly.

Early or Late Payment

Municipal policies may offer early payment discounts or apply late interest fees.

The system automatically calculates and bills late interest periodically.

Reporting

Comprehensive reporting tools provide insights such as:

• Taxpayer registry
• Bills and payments overview
• Outstanding balances

Reports can be exported in formats like PDF, DOCX, XLSX, and CSV.

Collection

Debt collection is managed in phases, including:

• Reminders and notifications
• Agreements with taxpayers
• Forced collection if necessary

External Collection Agent

If outsourced, the system allows integration with external agents (e.g., water supply companies) through APIs or data import/export.
